Incentivize my R1, include me in Citywide Housing Incentives Program Dear LA City Planning and Councilwoman Traci Park, I am an owner of an R1 lot on a block located on an Avenue-1 corridor. I write to you regarding the Citywide Housing Incentive Program (CHIP) Ordinance. I urge you to include R1 parcels on blocks located on AVENUE-1 corridors (or larger) in the proposed incentive programs. Our City needs a consistent CHIP. Leaving out the R1s located on blocks on Avenue-1 corridors will exacerbate pockets of inconsistent, counterproductive zoning. Larger corridors are precisely where multifamily homes belongs. But the current proposal incentivizes larger multifamily buildings on smaller, interior streets, while exempting R1s on large corridors with the best capacity to handle higher density. These large corridors are no longer suited for single unit lots and sensible urban planning indicates transitioning them to multifamily. Our R1s are severely burdened by high traffic patterns that make traditional single family home usage impossible, and yet ideal for transportation-efficient, affordable multifamily homes. Including R1s on blocks located on Opportunity Corridors can go a long way in facilitating an equitable distribution of housing across the city. Much of the city’s existing multi-family zoning is concentrated in lower-income and renter neighborhoods. The CHIP creates the opportunity to rebalance this pattern and ensure that every neighborhood does its fair share. I urge the City to include R1s on blocks located on Avenue-1 corridors or larger in the Mixed Income Incentive Programs. Making single-family zoned parcels in opportunity areas eligible for incentive programs is of particular importance, as these areas are rich in jobs, public investments, and services, and have historically excluded Angelenos of color and lower income Angelenos. Completely walling off R1s on blocks located on Avenue-1 corridors from these programs reinforces exclusionary zoning and hobbles the effectiveness of the CHIP. Sincerely,
